I think some how you've been misinformed. All pregnancy related medical expenses should be covered by Medicaid. I don't know who you're using as an OB-GYN, but they should be able to help you.  If you get no response from them, contact the health department and make them explain to you why the expenses are not covered. If you do not get the response you want from them, call Montgomery.
The only reason I can think of that the expenses are not covered is that your OB doctor did not specify that the diabetes is pregnancy related.
